Hello everyone. I make no apologies for bumping this up to the top, I have some important news.
Today I've received from Amiral Brac de la Perriere, head of the Normandie Mémoire association, news of some new regulations promulgated by his association and the prefect of Lower Normandy to take effect from May 28th 2008.
The press release says that this June will be a "work up" period and the regulations will be on full operation by June 2009.
My reading of these regulations is that in future the only displays of military vehicles, uniforms, arms and equipment permitted in Lower Normandy will be those agreed with the mayor(s) of the commune(s) in which they take place. The regulations expect the organisers of such displays to agree with the commune the days, times and locations of such displays and to sign in agreement to a FOURTEEN PAGE code of conduct governing the same.
Battle displays must obtain the prior permission of the Préfecture itself.
The wearing of uniform outside the days, times and places agreed will be strictly forbidden.
I won't bore you with the details of the rest, let me know if you'd like a copy.
I intend to seek clarification of the many issues raised on first reading of the regulations during my visit to Normandy this week and next. For example what about convoy movement from A to B via C and D? Does that require the agreement of all four mayoralitys?
For bona fide, serious, authentic Living History groups over there with the agreement of their host communes ( as the Gold Beach organisation was in 2004 and already is for 2009) this won't pose any major problems.
It will however, by my understanding, put an end to the ill-dressed, ill-behaved "It's June so let's go swan around Normandy" merchants who invade the place from all over Europe at this time of year.
And not before time, in my view.
